Shalene Ortega is an accomplished Tribal Executive, Public Administrator, Author, enrolled member of the Mescalero Apache Tribe, and founder of Nomadic Solutions LLC. With a career spanning Tribal Government Administration, education, behavioral health, social services, judicial programming, natural resources, and federal grants management she brings a comprehensive and culturally grounded perspective to organizational leadership and community development.

Ms. Ortega’s experience includes serving as a Tribal Administrator, Grants Administrator, and Natural Resources Manager, where she managed a diverse portfolio of federal, state, tribal, and private awards. Her work has required close coordination with funding agencies, program leaders, community stakeholders, and external partners to ensure resources are administered responsibly and aligned with Tribal priorities.

Ms. Ortega has also served as a Healing to Wellness Court Coordinator and Social Services Coordinator. Her professional background includes substance-use counseling and special education, experiences that strengthen her ability to lead with compassion while maintaining accountability, structure, confidentiality, and respect for the people and communities being served.

Ms. Ortega’s areas of expertise include Tribal Administration, strategic planning, grant development, financial and personnel administration, program design, organizational capacity building, professional training, and government-to-government relations. Through Nomadic Solutions LLC, she is committed to helping organizations build stronger foundations, secure meaningful opportunities, improve accountability, and create sustainable outcomes for present and future generations.
